EU PPWR Packaging Requirements for Eye Masks & Cosmetic Bags (2026)

1. PPWR: Europe’s New Core Packaging Law (Mandatory from August 12, 2026)

The PPWR introduces the most comprehensive packaging reform in decades. Key changes include:

  • Mandatory recyclability for all packaging

  • Clear material identification (PP/PE/PAP)

  • Mandatory EPR (Extended Producer Responsibility) numbers

  • Ban on non recyclable composite packaging

  • Packaging minimization requirements starting 2030

For everyday consumer products like eye masks and cosmetic bags, this means packaging must shift toward simple, single material, fully recyclable structures.


2. What Packaging Materials Are Allowed for These Products?

CPP / OPP Bags (for silk or plush eye masks)

These remain the safest and most compliant option.

Requirements:

  • Must be single‑material PP (5)

  • Fully recyclable

  • No composite films (PP+PET, PP+aluminum)

  • Must print:

    • Material code PP (5)

    • Mobius Loop recycling symbol

    • EU importer / EU representative

    • EPR number (e.g., CITEO / Léko for France)

PE Polybags (for faux fur cosmetic bags or mid‑packaging)


Requirements:

  • Single‑material PE (4)

  • Recyclable

  • If printed → must include PE (4) and recycling symbol

Paper Boxes (white card / kraft paper)


Paper packaging is encouraged under PPWR, but must follow rules:

Requirements:

  • Single‑material paper (PAP 21/22/23)

  • No lamination

  • No metallic foil

  • No excessive packaging (2030 rule)

  • Must print:

    • PAP material code

    • Recycling symbol

    • EU importer / EU representative

    • EPR number

Paper Boxes with PVC or PET Transparent Windows (High Risk)

These structures are non‑compliant under PPWR because they are non‑separable composite packaging.

Why they are banned:

  • Paper + plastic window cannot be recycled together

  • Cannot meet recyclability grade A/B/C

  • PVC is considered a “problematic plastic”

  • PET windows still create composite waste

Timeline:

  • Restricted from 2026

  • Strictly limited by 2030

  • Nearly eliminated by 2038

Recommendation: switch to pure paper boxes immediately.

3. Hangtags and Stickers: What Changes?

Hangtags

  • Must be pure paper (PAP)

  • No lamination

  • No metallic foil

  • Must include PAP code + recycling symbol

Stickers

  • Must be PP or paper

  • No PVC stickers

  • Adhesive must be recycling‑friendly

4. Mandatory Information on All Packaging (2026 Requirement)

Every packaging component—bags, boxes, hangtags, stickers—must include:

  • Material code (PP/PE/PAP)

  • Mobius Loop recycling symbol

  • EU importer / EU representative

  • EPR number (France: CITEO / Léko)

  • French language labeling for products sold in France

These are required under PPWR + EPR + national labeling laws.

5. Recommended PPWR‑Compliant Packaging for Your Products

  • Pure paper box (no window)

  • PE or PP bag
